American Recovery and Reinvestment Act Update - January 08, 2010 | |

The New Hampshire Office of Energy and Planning (OEP) and TRC Energy Services are pleased to announce the availability of the Energy Efficiency and Conservation Block Grant (EECBG) program subgrant application.
This grant program will fund projects that reduce energy use and fossil fuel emissions, and improve energy efficiency. OEP is currently targeting the following timetable:
- Grant Application Released: January 8, 2010
- Intent to Submit Letter Due: January 15, 2010
- Applications Due: February 15, 2010
- Grants Awarded: March 10, 2010
EECBG will entail a competitive application process and funds will be awarded based on the value of the project and the benefit to the public. Selection criteria include, but are not limited to, projected energy savings, greenhouse gas emission reductions, and the ability to implement projects expeditiously. Eligible applicants are local governments and local government partnerships.
Eligible uses of this funding include projects such as: energy efficiency retrofits; energy audits; transportation efficiency measures; solid waste/wastewater treatment; energy distribution technologies; financial incentive programs; and renewable energy technologies for local government buildings. Each community will be eligible to receive funding up to 100% of the project cost.

| | Stimulus Jobs The State of New Hampshire Office of Energy and Planning: Energy Assurance Specialist The mission of the New Hampshire Office of Energy and Planning (OEP) is to support planning that enhances New Hampshire's economic growth while preserving its unique character and natural beauty; to advocate sound energy policies that encourage the use of renewable resources, reduce energy demand and constrain energy price increases; and to provide information, data, and guidance to assist decision makers on issues pertaining to development, land protection, energy use and community planning. OEP manages a vast array of planning and energy programs including Fuel Assistance and Weatherization, Floodplain Management, Municipal and Regional Planning Assistance, as well as the State Data Center. The State of New Hampshire Department Of Administrative Services Transportation Analyst / Fleet Management (Senior Management Analyst)
The Department of Administrative Services, Plant and Property is conducting job interviews for Transportation Analyst with experience in Transportation/Fleet Management. This person will be responsible to analyze and evaluate current fleet management systems, methods and procedures to develop recommendations to improve the efficiency of the state's vehicle fleet. Assist to implement and oversee efficiency recommendations by data analysis and reporting to insure intra and inter-agency cooperation and achievement of the project objectives.

| | New Hampshire Farm Energy Conference: January 12, 2010 New Hampshire Farm Energy Conference

Southern NH Resource Conservation and Development (RC&D); North Country RC&D, USDA Natural Resources Conservation Service, NH Coalition for Sustainable Agriculture, Merrimack County Conservation District, and numerous other partners have combined forces to co-sponsor a day long Farm Energy Conference at Department of Environmental Services, 29 Hazen Drive, Concord on Tuesday, January 12 from 9:00 to 4:30.
The morning session will feature the importance of farm energy, a description of the energy audit process and a brief overview of available energy incentives. Participants will spend the afternoon delving into these topics in greater detail. This project was made possible through funding from NH Public Utilities Commission Regional Greenhouse Gas Initiative grant. Businesses and non-profit organizations throughout the state will have access to borrow low-interest funds, or in some cases receive funds as grants, to improve the energy efficiency of their buildings and/or processes, as well as add renewable energy systems to their facilities.

| | New Hampshire's Appliance Rebate Plan: SEEARP On December 4, 2009, the U.S. Department of Energy approved the New Hampshire Office of Energy and Planning's (OEP) Appliance Rebate Program proposal. The plan is aimed at offering rebates to residents for the replacement of their inefficient home heating systems.
OEP will enter into contract agreements with the Public Utilities Commission and the electric utilities who will administer the program. OEP expects the program to begin sometime in early spring 2010.
The rebate will be available to New Hampshire residents who are replacing an existing heating system listed under the program. Savings for residents, in some instances, would be as high as 50 percent for replacing a wasteful and inefficient hot-water heater, boiler or furnace. The program will be available to all New Hampshire residents, including municipal utility ratepayers.
Eligible Equipment: The SEEARP program for New Hampshire is focused on offering residential consumers rebates on the replacement of hot water heaters, boilers and furnaces to more energy efficient models. There are two components to the program, one focused on solar thermal systems and the other on fossil fuel based heating systems. Rebates will be available on a first come first serve basis and will not be available on prior purchases.
Solar Thermal Systems:
OEP intends to contract with the Public Utilities Commission's Sustainable Energy Division to administer a residential rebate program for solar thermal systems. The SEEARP program plans to offer an additional $750 rebate on top of existing federal incentives and planned state rebates. We anticipate that when all of these incentives are leveraged with each other, consumers can anticipate receiving a total rebate that will cover upwards of 40%-50% of the cost of the system.
More information on what products are eligible and how you can apply for the rebate will be available in early 2010.
Fossil Fuel Based Heating Systems: OEP intends to contract with the electric utility companies to administer a residential rebate program on EnergySTAR certified hot water heaters, boilers and furnaces. The program plans to extend the rebates available under the Home Performance with EnergySTAR to all New Hampshire residents, including municipal utility ratepayers. Rebates will vary between $100 - $1,000 depending upon the energy efficiency rating of the heating system.
More information on eligible products and how to apply for these rebates will be available in early 2010.
Household appliances such as clothes washers and air conditioners are not included under the New Hampshire SEEARP program.
